An institution is expected to establish effective communication with the media to build its reputation. Good communication enables an institution to convey its programs and innovations effectively to the public and manage potential crises when facing negative issues.

This was discussed during a workshop titled ‘Internal Communication Guidelines’ organized by the UGM Secretariat on Friday, Jan. 31, 2025, in Multimedia Room 1, UGM Central Office.

The workshop featured four experienced media practitioners: Tirta Mandira Hudhi, MD, Winda Pratiwi, Farchan Noor Rachman, and Mohamad Ryan Saputra.

Mohamad Ryan Saputra, speaking on the Media Appearance Application, explained several media communication channels, including press releases, press conferences, media interviews, articles and opinions, social media, and media kits.

When these communication channels are well-managed, an institution can effectively convey information to the public, enhance transparency, address sensitive issues, and communicate its programs or innovations.

“This also helps in managing communication crises,” he said.

During a crisis, several key steps ensure information is delivered accurately, such as coordinating with relevant parties, prioritizing data transparency for agreed-upon matters, and responding quickly to minimize the chances of misinformation from other sources.

He also emphasized the importance of having a spokesperson to communicate information clearly and competently.

“Using various owned media platforms to share the same information provided to journalists ensures that other media and the public have accurate reference points,” he added.

Farchan Noor Rachman, speaking on Publicity Handling and Government Relationships, highlighted five key principles in media communication: transparency, which calls for clear and honest information; consistency, maintaining a stable narrative across platforms; responsiveness, addressing media inquiries and public concerns quickly; empathy, understanding the audience’s perspective and concerns; and proactivity, anticipating potential issues and preparing responses in advance.

Meanwhile, Tirta Mandira Hudhi, MD, on the topic of Building Community Relationships, emphasized the importance of establishing strong relationships with stakeholders to build trust, as such relationships can strengthen collaboration.

“A positive reputation attracts new partners and sustains existing relationships,” he explained.

Winda Pratiwi, in her topic, Setting the Communication Officer, stated that PR practitioners today must be strategic in delivering knowledge-based information.

She urged PR professionals to avoid making careless comments or creating content that might foster negative affirmations among the public.

“On social media, there are both positive and negative affirmations. Negative affirmations can lead to cyberbullying, so don’t use your thumbs recklessly. Hence, the campaign ‘We listen and we don’t judge’ was launched,” she concluded.

Dr. Andi Sandi Antonius Tabusassa Tonralipu, UGM’s University Secretary, expressed his hope that this workshop would help PR practitioners better understand the crucial role of public relations and implement it in real-world scenarios, especially when facing communication crises in the era of advanced information and communication technology.

Universitas Gadjah Mada (UGM) has earned the prestigious Informative status in the 2024 Public Information Transparency Ranking. With a remarkable score of 98.92, UGM secured second place in the category of Public University Agencies.

This achievement highlights UGM’s unwavering consistency, having maintained this status for six consecutive years.

The award was presented by the Chair of the Central Information Commission of the Republic of Indonesia, Donny Yoesgiantoro, to Dr. Andi Sandi Antonius Tabusassa Tonralipu, UGM’s Chief Information and Documentation Officer (PPID Utama) during the main event in Jakarta on Tuesday (Dec. 17).

On receiving the award, Dr. Tonralipu emphasized that this accomplishment reflects UGM’s strong commitment to providing excellent services to the public and fostering a culture of transparency in public information.

“This achievement is not only a source of pride for us but also a reminder to uphold transparency and accountability in information management. We remain committed to serving the public better and promoting a culture of openness,” he stated.

The 2024 Public Information Transparency Ranking assessed various public agencies, including ministries, state and non-ministerial government institutions, non-structural state institutions, public universities, political parties, provincial governments, and state-owned enterprises.

UGM’s success demonstrates the critical role of universities in promoting transparent and accountable public information management.

This accomplishment further solidifies UGM’s position as a university excelling in the three pillars of higher education (tri-dharma) and public information governance, which are aligned with openness, superior service, and inclusivity principles.

Universitas Gadjah Mada (UGM) has always strived to prioritize transparency and openness in public information.

It is no surprise that UGM received the Public Information Disclosure Partner University Award from the Regional Information Commission (KID) of the Special Region of Yogyakarta (DIY).

UGM received the award in the category of Public Information Disclosure Partner University. The Vice-Rector for Student Affairs, Community Service, and Alumni of UGM, Dr. Arie Sujito, received the award at an event at Hotel Grand Rohan on Tuesday (Dec. 10) afternoon.

The KID DIY Chair, Erniati, said that this Public Body Information Disclosure Award event recognizes public bodies’ openness in providing information.

However, obtaining this award requires a rigorous selection process.

“Public bodies must first go through a monitoring and evaluation process before the award recipients in each category are determined,” she said.

Gede Narayana, a Commissioner of the Central Information Commission (KIP), also conveyed that the monitoring and evaluation process is not a fabrication but rather a form of implementing information disclosure in each region.

“When a public body has achieved a good score and received an award, this is not the end of the journey of information disclosure, but rather a form of carrying out good governance that helps to realize public welfare,” explained Narayana.

Dr. Sujito expressed his appreciation for the award given to UGM. According to him, this award further supports public bodies’ implementation of information disclosure to the public.

In this way, the public can assess and directly know the performance of public bodies to carry out checks and balances. With this award, Dr. Sujito said that UGM will continue to fulfill its commitment.

“This predicate is proof of UGM’s commitment to implementing various agendas and policies related to public information disclosure, which is also a priority program so that the public can know clearly about UGM,” he concluded.

Universitas Gadjah Mada (UGM) has again been selected as one of 10 public agencies nominated for a national award from the Central Information Commission (KIP), alongside other public agencies from ministries, state-owned enterprises, and public universities.

As part of the assessment process for the best public agency, two KIP commissioners and their team visited UGM to review documents and inspect the Information and Documentation Management Officer (PPID) service facilities at the central office and faculty environments.

The visitation, held in Multimedia Room I at the UGM Central Building on Thursday (Nov. 28), was welcomed by UGM Rector Professor Ova Emilia, Vice-Rector for Student Affairs, Community Service, and Alumni Dr. Arie Sujito, and UGM University Secretary Dr. Andi Sandi Antonius.

The UGM Rector expressed her appreciation for the visitation, noting that monitoring and evaluation by KIP commissioners allow UGM to continue improving service quality and fostering a sustainable commitment to public information transparency.

She emphasized that as a public agency, UGM must continually develop and integrate information technology to enhance the effectiveness of public services and decision-making processes at the managerial level.

“We have prepared various strategies to become a smart digital university, and even an intelligent university, to support the availability of accurate and high-quality public information,” said Rector Emilia.

Syawaluddin, Commissioner for Information Dispute Resolution, praised UGM for maintaining its commitment to being an informative campus in Indonesia. He explained that the informative campus program is part of KIP’s efforts to encourage public information transparency in higher education.

“We will assess the organizational commitment of the PPID team, the quality of public information, and exempted public information. With this visitation, we are confident UGM has met these stages and thoroughly reviewed its information sources,” he said.

Handoko, Commissioner for Institutional Affairs, remarked that KIP’s journey to implement the Public Information Disclosure Law requires academic support for research and strategic programs between KIP and universities.

He emphasized the importance of collaborative synergy to advance information systems collectively.

“We hope UGM can collaborate with KIP to serve as a benchmark influencing other public universities,” Handoko stated.

UGM University Secretary Dr. Andi Sandi Antonius facilitated the discussion and noted that the KIP team’s visit was not solely about the competition.

He stressed that the visitation could help synchronize public information management administration on campus for knowledge and learning.

“Public information transparency is a reform mandate. We aim to promote this transparency to enhance UGM’s credibility as an institution,” he concluded.

Universitas Gadjah Mada (UGM) will advance to the Public Test stage of the 2024 Public Information Disclosure Monitoring and Evaluation on Thursday (Nov. 14) in Jakarta.

The Central Information Commission of Indonesia organized this event. UGM’s participation in this public test demonstrates its commitment to continuously improving its performance and quality of public information services.

Prior to this stage, UGM completed the Self-Assessment Questionnaire (SAQ) for E-Monitoring and Evaluation, covering aspects such as publishing and providing public information documents, website development, institutional structures, and goods and services. This was supported by synergy between the Implementing PPID and work units across UGM.

After verifying and clarifying the questionnaire, UGM achieved a perfect score of 100, qualifying for the Public Test Presentation stage.

UGM Rector Professor Ova Emilia emphasized the university’s commitment to implementing policies that prioritize excellence, innovation, inclusivity, transparency, and social accountability.

To ensure public access to information, UGM has established a Public Information and Documentation Management Officer (PPID), Public Information Service Standards, and various regulations. It has also allocated budgets and optimized infrastructure to support the realization of an informed society.

“UGM is always ready to deliver excellent services in promoting public information disclosure by providing information through our website, updating information, developing institutional structures, and ensuring transparency in goods and services procurement with the support of inter-unit collaboration,” the rector stated on Tuesday (Nov. 12).

The rector noted that various agendas and policies related to public information disclosure are among UGM’s priority programs, focusing on innovation and collaboration with the Central Information Commission, Regional Information Commissions, and UGM’s strategic partners in implementing public information disclosure initiatives.

As an informative public institution, UGM continues to promote awareness of the importance of public information disclosure throughout Indonesia.

Dr. Andi Sandi Antonius Tabusassa Tonralipu, Chief PPID UGM, added that since 2020, PPID UGM has taught KKN-PPM students about Village Public Information Disclosure.

During KKN-PPM activities, PPID UGM invites village and district officials to participate in village public information disclosure webinars.

“For 2024, the theme focuses on resolving village public information disputes across 34 provinces in Indonesia,” Dr. Tonralipu explained.

The synergy between PPID UGM, KKN-PPM students, and village officials aims to enhance their understanding of the importance of public information services at the village level, contributing to transparent and accountable village governance.

This effort reflects UGM’s role as an informative public institution in higher education, advancing public information disclosure within the university and throughout Indonesia.

The simultaneous regional elections scheduled for Nov. 27 represent democratic progress in efforts to increase cost efficiency, create political stability, and improve development planning.

With the terms of the president and House of Representatives at the national level nearly synchronized with the terms of regional leaders, the structuring of simultaneous elections ensures more connected development planning.

“It’s different if regional elections are held at different times. For example, if the president has already been in office for three years, and a new governor is elected, the governor would have to adapt to the central government’s programs again,” said Dr. Yance Arizona, a lecturer from the Department of Constitutional Law at the UGM Faculty of Law (FH UGM).

“And then, if there’s a new election after four years, there would be more adjustments. This would disrupt development stability.”

He explained that the current model, in which national and regional elections are held close together in the same year, is actually the ideal solution.

This synchronization allows for smoother coordination between central and regional governments, ensuring that development plans are more connected and less likely to be disrupted by frequent leadership transitions.

Dr. Arizona made these remarks during a journalist workshop on Thursday (Nov. 7) at the Fortakgama Room.

The researcher from the UGM Center for Democracy, Constitution, and Human Rights Studies (Pandekha) identified 12 risk issues for this year’s elections.

One of the most significant risks commonly faced during regional elections is the neutrality of civil servants (ASN) and election organizers and the proliferation of money politics.

Dr. Arizona views money politics as the starting point of corruption. Candidates often make substantial financial investments even before the election begins, which means that once elected, they will likely seek ways to recover their money.

“A transactional process then occurs in the context of electoral democracy in Indonesia. We wouldn’t have imagined this initially, but that’s what has happened, and many regional leaders have been caught up in corruption,” he said.

Even though simultaneous regional elections are considered a step forward for democracy post-1998 reform, Dr. Arizona argued that it’s possible that in future elections, the public may no longer directly elect their leaders, and the process could be returned to the legislative bodies.

This is because there is no explicit constitutional requirement for direct elections. Article 18, paragraph 4 of the constitution states that governors, regents, and mayors are to be elected democratically.

“The current democratic process is interpreted as direct elections. However, it could also be non-direct, and non-direct elections can still be democratic. For instance, leaders could be elected by members of the legislative bodies, and that would still be considered democratic,” he explained.

Student organizations (ormawa) in universities play an essential role in developing soft skills, leadership, and collaborative work for students.

However, student leaders are encouraged to make these organizations more inclusive, achievement-oriented, sustainable in all activities, and provide tangible contributions to society.

This point was raised during the 2024 Student Organization Transformation Training organized by the Directorate of Student Affairs at Universitas Gadjah Mada (Ditmawa UGM), which took place on Saturday, (Oct. 26) at the 4th-floor Auditorium of the UGM Faculty of Social and Political Sciences (Fisipol UGM).

The workshop featured five expert speakers in their respective fields: Dr. Hargo Utomo, Director of Business Development and Incubation at UGM; Gusti Grehenson, UGM News Coverage Coordinator; and Dr. Restu Tri Handoyo, Head of UGM’s Mental Health Task Force.

The other speakers were Walyono, the Head of the Subdirectorate of Facility and Infrastructure Maintenance, and Bambang Paningron, the Head of Community and Experience at the UGM Innovation and Creativity Center (GIK UGM).

Dr. Hempri Suyatna, Secretary of Ditmawa UGM, expressed the hope that in the future, ormawa will be able to develop a growth mindset and sustainability to enhance student self-development, achieve excellence, boost the university’s reputation, and prepare for future challenges.

“We want ormawa to advance and develop in line with the Key Performance Indicators (KPIs) that have been set,” he said.

In his presentation, Dr. Hargo Utomo discussed the concept of startups. He also covered sustainability issues, opportunities for collaboration by leveraging individual skills and abilities, working with others, and social enterprises that benefit not only oneself but also many others through continuous innovation using technology.

He likened students to magnets in society, able to attract and become a source of energy or benefit to those around them.

“So, being an entrepreneur is not always about running a company or business, but about being a person who drives the community toward improvement,” he explained.

Gusti Grehenson delivered the next presentation, focusing on tips for writing good news stories. In addition to discussing the technical aspects of news writing, he revealed that publication is crucial because one of the performance indicators for student activity units is the number of publications related to sustainable development goals (SDGs).

He also mentioned that news published on UGM’s official website often serves as a reference for national media, impacting UGM’s public image.

Technically, he explained that good news must be new and unique, complete with the 5W+1H structure, including good photo composition, a compelling title, an interesting angle, and an engaging lead to attract readers’ attention.

To wrap up his session, Grehenson encouraged ormawa leaders to write frequently, especially for press releases about activities held by units and student communities.

The more they write, the better their writing skills will become. “Like a knife in the hands of a chef, the more you write, the sharper your skills will become,” he concluded.

In the next session, Dr. Restu Tri Handoyo presented “Understanding Mental Health, Sexual Violence, and Mental Health in the Campus Environment.”

He explained that mental health should be viewed on a continuum, meaning it is not just black and white or 0 and 1, but a complex issue in between.

He added that the campus environment should be a place for learning and a protective space for reducing risk and fostering growth for everyone involved.

“Learning should be enjoyable because it’s a growth process,” he explained.

He further emphasized that UGM hopes students will help maintain their peers’ mental health because relying solely on lecturers and staff would be limited.

They can create systems and services, but the ones monitoring and being around are the students themselves. He also encouraged students to be more aware of sexual violence occurring around them and explained UGM’s role and actions in addressing this issue.

In the second session, Walyono discussed “Waste Management at Universitas Gadjah Mada.” He explained how UGM manages waste, particularly before and after the closure of the Piyungan landfill.

He also discussed UGM’s waste management policies, which are based on a circular from the rector, and efforts to create a greener UGM campus environment.

He also touched on the risks associated with the use of AI, which is becoming increasingly common on campus, and how it affects the environment.

“Just one word processed by AI uses 10 times more energy than a single Google search,” he explained.

Finally, Bambang Paningron concluded the workshop with a session on “Event Management.” He explained the various types of events, what a curator is, and their role in event management, preparing for events, including SOPs and related matters, and implementing pre-prepared plans.

In his explanation, he emphasized the importance of preparation and being open to all possibilities that may arise on the ground.

Additionally, he highlighted two critical factors in any event: the content and its presentation—what will be delivered and how it will be presented.

The Secretary of UGM, Dr. Andi Sandi Antonius Tabusassa Tonralipu, stated that this achievement is a proud milestone for UGM’s public relations communication performance in realizing transparent and accountable public information services at UGM.

“This award is the result of the hard work of the entire UGM public relations team, who have worked collaboratively and innovatively in developing an effective communication program,” said Dr. Tonralipu on Monday (Oct. 14).

He further emphasized that creating transparent and accountable public information services requires good collaboration between different work units and the entire UGM community.

He also assured the leadership of its commitment to supporting communication efforts to facilitate the implementation of public information services at UGM.

In his speech, Asmono Wikan, CEO of PR Indonesia Group, stated that AHI 2024 is a celebration of communication efforts that continuously impact public information services in public agencies or institutions.

Universitas Gadjah Mada (UGM) once again received recognition at the 2024 Public Relations Media Awards (AMH), held on Thursday (Oct. 10) at the Pullman Hotel Bandung International Convention Center in Bandung, West Java.

The “Indonesia-Centric Development” competition featured 162 government agencies, both central and regional, corporations, and universities. After a rigorous selection process, 52 winners were selected across all categories. UGM secured two awards, ranking second in the press release category and third in the state university website category.

The Secretary of UGM, Dr. Andi Sandi Antonius Tabusassa Tonralipu, expressed gratitude for UGM’s achievement in the press release and website categories.

He stated that this award reflects an external appreciation for UGM’s information and publication channels that have been effectively communicated to the public.

“This award further motivates the PR, social media, and news teams at UGM to convey information even better to the community through press releases, the website, and social media,” said Dr. Tonralipu on Sunday (Oct. 13).

He emphasized UGM’s strong commitment to supporting Indonesia-centric development, which aligns with the AMH theme organized by the Ministry of Communication and Information Technology. UGM supports this through the tri-dharma of higher education activities carried out by faculty and students.

He highlighted that one of UGM’s contributions to accelerating national development is through community service activities conducted by Community Service Program (KKN) students deployed across almost all provinces.

Additionally, the university engages in appropriate technology applications and programs that provide assistance and input in decision-making and development policy for both central and regional governments.

“Moreover, there are activities conducted by faculty and research teams in collaboration with corporations and local communities,” he stated.

Meanwhile, Prabu Revolusi, the Director-General of Public Information and Communication at the Ministry of Communication and Information Technology, noted that current challenges for public relations practitioners include the impact of technological disruption due to the emergence of artificial intelligence (AI).

AI has led to the rise of hoaxes, manipulation, fake news, a loss of human touch, unification, and a lack of creativity, necessitating breakthroughs to address its negative impacts.

He added that despite AI’s negative impacts, the technology also offers benefits by helping public relations functions and tasks and making work processes more efficient. He urged PR practitioners to stay involved in utilizing AI and stay updated with developments.

“Public relations professionals must not lag in the use of AI. They should not only learn to use AI but also create added value from this artificial intelligence,” he explained.

Revolusi mentioned that a significant number of people are learning and utilizing AI. Based on data, Indonesia ranks as the third-largest user of AI globally, following the United States and India, with 1.4 million visits to AI applications in 2023.

The Acting Governor of West Java Province, Bey Machmudin, congratulated public relations professionals from various agencies, corporations, and state universities who received awards from the Ministry of Communication and Information Technology.

“It is only right to receive appreciation, considering your hard work,” he remarked.

He stated that communication is crucial in conveying information to the public. Conversely, through media information and communication, public complaints can serve as a reference for the government in making policies.

Therefore, Machmudin advised PR professionals to work based on commands from their superiors and respond to issues in the public sphere.

Drawing from his experience working as the Deputy for Protocol, Press, and Media at the Presidential Secretariat, Machmudin emphasized that PR practitioners should be skilled in writing and capable of taking engaging photos and videos.

“Videos and images with interesting angles are key. Therefore, working in public relations requires diligence and discipline. It is essential to create impactful content and effectively disseminate various government programs,” he concluded.

In the current era of communication technology and social media development, negative news trending on social media can easily impact an institution or company.

Therefore, it is necessary to develop strategies for building reputation. This issue was raised in a workshop titled “Developing Campus Reputation” held on Friday (Sep. 20) in the Multimedia Room of the UGM Central Building, organized by the Secretariat of Universitas Gadjah Mada (UGM).

This workshop was attended by representatives from various work units, directorates, faculties, and communities.

Dr. Andi Sandi Antonius Tabusassa Tonralipu, the Secretary of UGM, emphasized the importance of the university’s reputation, which can be easily influenced by the actions of individuals carrying the UGM name.

He then invited all participants to take advantage of this workshop to build a positive image of the university in the public eye.

“I hope this workshop can provide benefits and be applied, not only for units that handle UGM publications but for all UGM elements involved,” he said.

The workshop invited four speakers and professional practitioners to provide tips on strategies for building a better university reputation. The four speakers were Mohammad Ryan Saputra, Winda Pratiwi, Farchan Noor Rachman, and Tirta Mandira Hudhi.

In the first session, Mohammad Ryan Saputra, one of the speakers, led a case study and group discussion.

He presented two case studies from a university. According to him, it was important for every participant to be able to analyze the cases for later assignments.

As an expert in social media strategy, Saputra provided participants with insights into mastering the media landscape and building a campus narrative, particularly at UGM.

Participants were then divided into groups based on their work units and presented their case analysis and strategy plans.

In the presentation session, four UGM faculties and work units, including the Directorate of Community Service (DPkM UGM), the Faculty of Economics and Business, the Faculty of Cultural Sciences, and the Faculty of Engineering, presented their discussion results.

During this session, participants received feedback and additional input from Mohammad Ryan Saputra and Winda Pratiwi, the speaker for the second session.

In their feedback, several strategies were proposed. Pratiwi emphasized the importance of savvy newsmakers in selecting how they present their news.

“There are white and black campaigns, which produce different impacts. Therefore, it is necessary to be tactical in selecting them,” said Pratiwi.

When dealing with audience responses to created content, Pratiwi stated that it is important to respond properly by inviting dialogue rather than providing clarification.

“Social media isn’t that scary. They are talking about the context of the content, so there’s no need to feel as though an institution is being vilified. It’s better to invite netizens to dialogue,” she explained.

Pratiwi encouraged all participants to develop effective communication strategies in crisis management. After reviewing a case study, she then tasked participants with creating a video counter-issue campaign on social media.

“The key to counter-issues cannot be viewed at face value alone. We also need to know who needs to be won over in the case,” she said.

Pratiwi revealed that everything is done to handle crises that often conflict with one’s conscience.

“I am required to take a professional stance, so what I do is acknowledge that this is merely a job that must be done professionally,” she shared.

She also added that content creators should pay attention to the variables noticed by the audience, from writing style to music selection, when creating videos.

“Make sure the audience’s focus is not scattered so that the value of the content can be clearly conveyed,” she added.

Farchan Noor Rachman provided an example of a bullying case and invited workshop participants from various UGM faculties and institutions to draft a press release related to the incident.

Rachman emphasized to participants that when writing a press release, they must highlight three aspects: logic, chronology, and apology so that the public can accept a tarnished institution.

“These three elements are prudent and must be included in a press release when clarifying an incident,” he explained.

After participants finished drafting press releases for the public relations crisis case used as a study case, the press releases were displayed for collective review and feedback.

Meanwhile, Tirta Mandira Hudhi approached the case study differently. In his session, he asked participants to create a chronological flowchart outlining the steps to be taken to handle a public relations crisis a business unit faces to restore its reputation.

Participants were also asked to perform a risk analysis for each solution option proposed. This was done to train workshop participants to devise crisis communication solutions for the university.

According to Hudhi, flowcharts are essential in creating crisis communication handling protocols, as they help the crisis management team understand the steps to be taken to initiate and resolve the crisis.

“Flowcharts are crucial because they reflect your critical thinking skills, whether you can map out your thoughts. With a flowchart like this, the whole team knows what needs to be done,” he explained.

This workshop was expected to make all participants more adept at public relations crisis management. In the future, they could use their skills to prevent and resolve public relations crises within their respective work units.
